ロシアのプーチン大統領は２５日夜（日本時間２６日未明）、モスクワ郊外のコンサートホールで
起きたテロ事件に関する政府の対策会議で、テロは「イスラム過激派によって実行された」と明言した。
犯行声明を出したイスラム過激派組織「イスラム国」による犯行だと事実上、認めた形だ。
ただ、ウクライナや西側諸国の関与の可能性もほのめかし、独自の主張を展開した。
プーチン氏は「誰が命令したかに関心がある」と述べ、首謀者はほかにいるとの考えを示した。
その上で、今回のテロが「２０１４年以来、ウクライナの政権の手で、ロシアと戦ってきた者による
一連の試みと関連がある可能性がある」と語った。ウクライナや西側諸国が事件の背後にいた可能性があると訴えた。
「イスラム国」がテロを実行したことは認めつつも、「ロシアを攻撃することに本当に関心があるだろうか」と疑問を呈した。
一方で、ウクライナや西側諸国がテロの背後にいたという想定は、
テロが「（ロシア）社会にパニックをまき散らし、ウクライナにとって、すべてが失われたわけではないと自国民に示す」ことになり、
「極めて論理的」な説明だとも主張した。

イランの国営メディア『パース・トゥデイ』が2022年3月5日、「ロシアの情報機関が『米国はテロ組織ISISの残存勢力をシリアから集め、テロ活動実施のためウクライナに移動させている』と非難した」という記事を出した。
『パース・トゥデイ』の記事によると、ロシアの対外情報庁（SVR）が、「米国は2021年末に、ロシアおよび独立国家共同体諸国の国籍を持つISISのテロリスト数十人を釈放し、シリアにあるタンフ基地に移動させた。同基地で、ウクライナへの派遣に備え、テロ・破壊行為実施に向けた特別訓練を施した」と発表したとのことだ。SVRの発表では、テロリストはポーランド経由でウクライナに派遣される予定だとのことである。
この記事が事実であれば、米国はウクライナにテロリストを送り込む、犯罪的な行為に手を染めていることになる。
さらにこの記事は、シリアのジャアファリ外務次官がこれに先立ち、シリア国内のISISのテロリストと、ウクライナのネオナチ派が「1つの司令塔のもとで行動している。シリアの文書からは、米国がシリア領内で、ある場所から別の場所へのISISのテロリスト要員の移動により、彼らを再度利用するために力を再び与えていることがうかがえる」と語ったと報じている。
記事は、「ドイツ内務省も、ウクライナ国内にネオナチ派が存在している事実を認めています」と報じている。
